Bug#413993: nautilus: Does not notice files saved to Desktop

I noticed yesterday that Nautilus does not notice files saved to the 
Desktop.  Icons do not appear on the Desktop for them, and even 
opening a separate window to the Desktop does not show files.   Ctrl-R, 
however, displays them.

/home is mounted over nfs4 on these machines.

After some experimentation, I learned that:

* if I touch a file in ~/Desktop, no icon appears

* if I rm a file in ~/Desktop that had already appeared on the desktop,
  its icon disappears immediately

further debugging shows that nfs4 is sending modify events for touch, 
but not create events like other filesystems do.  (The file is being 
created local to nautilus).  I think that nautilus needs to respond to 
modify events and treat them as create if it isn't already aware of the 
file.
