Bug#421722: system-tools-backends: Please install dbus start script as regular SysV init script

Hi Jose,

the version of system-tools-backends in experimental installs a dbus
start script into /etc/dbus-1/event.d.
This mechanism is deprecated and will probably go away soon.
Install your start script as regular SysV init script and make sure it
starts after S20 (dbus). If you add an LSB header to your SysV init
script with "Required-Start: dbus", it will automatically be restarted
on dbus upgrades.

Please don't forget to remove the obsolete conffile
/etc/dbus-1/event.d/70system-tools-backends on a package upgrade.

I already did the dbus-1/event.d -> SysV transition for the dhcdbd and
network-manager package, so you can take a look there, how this can be
done in the preinst,postinst,postrm maintainers scripts.
