A simpler way is just to generate this dummy package as a gaim-plugin
arch:all target that depends upon pidgin-plugin, within the
debian/control for pidgin-plugin.

You'll also need to make pidgin-plugin Provides the plug-in.

Then, the day Lenny has released, you just remove that transitional
dummy package from your debian/control.
