0.59 (the most recent version in a Ubuntu suite) is in experimental
right now, with the split done, even. You'll need to use libapt from
experimental and python-apt from Ubuntu to make it work, though. I'm
still considering how to best merge the work needed to propose it to the
python-apt guys.
