Bug#424765: epiphany-browser - overwrites download dir setting

epiphany-browser not longer saves the download dir setting but uses the
last used one.

This may be a security problem as it downloads many things without
asking the user into this directory.

gconf-editor shows that /apps/epiphany/directories/downloads_folder is
always set on a manual download via "save link as".
