Bug#425470: Not possible adjust time by clicking on the clock

Version: 2.18.1-1

If you select System -> Administration -> Time and Date, it works. If you run time-admin as root, it works too. 

But, if you right click on the clock and select "Adjust date and time", you get "You are not allowed to access the system configuration" (exactly the same if you run time-admin as non root).
