I see this too, but as far as I can tell it's because all of these apps
(at least gparted, synaptic and abiword) doesn't have a proper icon set.
They simply use a 48x48 px image downscaled.

Maybe it's just more obvious now that menu icons are 22x22, or something
in the way the scaling is done has changed?

The best idea is probably to file upstream bugs with all these apps,
requesting pixel perfect icons. (The tango people are usually pretty
keen on drawing icons).
