Bug#446241: update-manager: number of updates in tooltip differs from number of offered updates

update-manager is showing 3 updates in the tooltips, but only 2 are offered to update. bug first occured when dependencies for gedit were not met and gedit is hold back, which is correct. gedit and gedit-common are offered.

I did a dist-upgrade before the bug occured.
