Bug#447474: gnome-panel-data: Let's kill off /var/lib/gnome/Debian

As far as I can tell, this directory was used to generate menu entries
for really old versions of Gnome, before the xdg-menu-spec was adopted.

But we still have /etc/menu-methods/gnome-panel-data and
/etc/menu-methods/gnome-vfolder-user populating it (and also
~/.gnome/apps).

I used <http://www.google.com/codesearch?q=%22%2Fvar%2Flib%2Fgnome&hl=en&btnG=Search+Code>
to identify references to this directories in the Gnome source code.
According to <http://svn.gnome.org/viewvc/gnome-panel/trunk/gnome-panel/?view=query&pathrev=8529&dir=&file=distribution.c&file_match=exact&who=&who_match=exact&comment=&comment_match=exact&querysort=date&hours=2&date=all&mindate=&maxdate=&limit_changes=100>,
the file that contains the string was removed some time between the
release of gnome-panel 2.8.1 and 2.9.1. So let's kill it off!
