Bug#444414: yelp hangs, no help contents shown

When I try the following

$ yelp ghelp:///usr/share/gnome/help/user-guide/C/user-guide.xml?nautilus-server-connect

yelp comes up, but the main help pane remains empty and yelp hangs
showing the watch cursor.
On the console I see the following errors:

xmlXPathCompOpEval: function has-same-node not found
XPath error : Unregistered function
xmlXPathCompiledEval: 2 objects left on the stack.

Looks like there's a problem with EXSLT functions (has-same-node
is from http://exslt.org/sets).  strace'ing the above shows
that yelp never attempts to load /usr/lib/libexslt.so.0 and
instead tries to load a non-existing
/usr/lib/libxslt-plugins/exslt_org_sets.so.
