The right way (since it's python stuff) is to use

[ ! -d build ] || rm -rf build

at the end of clean:

diff -u update-manager-0.68.debian/debian/rules
update-manager-0.68.debian/debian/rules

+++ update-manager-0.68.debian/debian/rules
@@ -15,6 +15,7 @@

+       [ ! -d build ] || rm -rf build
