I'd like to add a refinement to this ... I'd love it if there were a way 
to (automatically) identify and filter out "non-functional" updates.  By 
that I mean updates that fix no bugs nor add any new functionality, for 
example policy updates or updates to some of the debian control files 
(like the recent updates to the copyright file for machine-readability).

I understand that these updates necessarily result in a new version 
being put on the archive, and some people might use them but I would 
like an easy way of avoiding downloading and installing them if they're 
not actually useful for an "average end-user".  I know I can do this 
manually by reading the changelogs and unchecking the package, but I 
think an automatic mechanism would be very useful and more user-friendly.
