Hello GNOME developers;

I can reproduce this problem with French locales and GNOME (but not KDE).
This is a bug in gnome-panel:

you can reproduce it without update-menus:
(as root)
cd /var/lib/menu-xdg/desktop-directories/
cp -a menu-xdg menu-xdg.new
rm -r menu-xdg
mv menu-xdg.new menu-xdg

-> the Debian menu is in English until user log out.
