That is debian installer bad local choice. Before saying things like
that please take the last rc2  installer and choose a french keyboard
and currency. You then get a system wide default locale without UTF8.
namely fr_FR at euro.

Plus, unless I missed something, you are wrong I send example with
LANG=fr_FR at UTF8 set and the bug still happens. See message #29.
