You could say the same about GTK+ not being able to anticipate all
printing systems.

This only happens in specific cases; the cases being installations of
lpd or lprng. This is why it should be documented there.

There is nothing that upstream can do about it; they’ll just tell you to
configure your GTK+ like you want to use it. This is typically a
distribution issue.

Let’s be more constructive. Here is a working solution that is easy to
implement, and that I would happily upload if someone provides patches:
      * extend gnome-settings-daemon to set this GTK+ setting based on a
        GConf value, just like it already does for so many things
        in /desktop/gnome/interface;
      * make lpd and lprng ship a gconf-defaults file that changes this
        default to a value that has the lpr backend enabled.
Shazam! With GConf you get different setups based on what is installed
for free.

The downside of this solution is that it works only for GNOME sessions,
but other solutions involve applications using hackish methods to tell
which stuff is installed, and this is a no-no.
