Bug#491840: moving tomboy to Recommends doesn't archieve the desired effect

In #484121, I read:

and a bit afterwards, new gnome is uploaded with tomboy in Recommends
instead of Depends:

Please note that moving packages to Recommends doesn't exclude them from the
default install anymore, since APT defaults to including Recommends starting
with lenny.

I'm aware that tasksel uses --no-install-recommends, which would make one
think Recommends aren't dragged in, but this is in fact not true (they will
be dragged in as soon as the packages are upgraded).

Please could you move tomboy (and maybe others) to Suggests?
