It's not started by default in sid/lenny either if one doesn't use 
gnome:

seahorse (2.22.1-2) unstable; urgency=low

  [ Josselin Mouette ]
  * seahorse.Xsession: only start seahorse-agent for GNOME sessions.
    Closes: #443115, #472641.


But it is possible to use it without gnome, of course. Fixing this for 
lenny would certainly be nice.
