Bug#493037: gnome-panel: Panel loses his position when is not "expanded" and resolution is 1280x1024

Reproduce this way:
- Set the position of the panel - Top
- panel properties - uncheck "expand"
- logout and then login again, to see their positions

Actual Results:
The panel is now vaguely in the middle (vertical) of the screen.

Expected Results:
The panel should remain where he was before last logout (top).
