Policy wrt to removal of packages which are part of a task

Not really for all of my work in Debian (although for a large chunk of
it =/), but I didn't have enough time to keep up the work
update-notifier requires. It is quite a lot of utnubu work, figuring out
where ubuntu deviates from Debian on stuff such as python-apt, and it
does involve writing a bit of code and sending patches to the ubuntu
maintainer from time to time.

As for the removal of update-*, the problem does seem to be quite
straightforward to solve, but it would really be nice to try to upgrade
the package to the newest ubuntu version, too. While I have no time to
be the responsible maintainer, I'm up for working with anyone who wants
to get those back into testing.
