Have you configured fontconfig (dpkg-reconfigure fontconfig-config) to
use bitmap fonts by default? By doing this I have the Neep and Neep Alt
fonts available at all sizes.

In all cases, the rendering of bitmap fonts by freetype is often ugly,
which is why they are deactivated by default in fontconfig. Even if you
get this font to display, you might not be satisfied by the result.
