I want to reopen the bug: The problem is related to changes in screen
resolution. When starting gnome the resolution is set to 1152x864 pixel.
Then I change it to 1280x1024 using the system->settings>screen
resolution applet (I hope the German->English translation is correct).
At the start the two panels are there, the bottom one visible and the
right one with a small line and to appear fully when moving the mouse to
the right screen border. 
However, after applying the new screen resolution the small line of
right panel is no visible any further. 

When I move the mouse to the bottom panel, at the moment I "touch" the
panel the desktop appears and the small line of the right panel. As long
as I am with the mouse over the bottom panel, the small line right panel
is visible. Moving via the bottom panel to the right one I can even
activate items from that panel. However, when leaving the right panel,
the bottom panel is gone and now only the small line of the right panel
is visible.

The system has been described when I opened the bug.
