Bug#505105: installs files under /debian/install/shared/

Hello,
I've just run an upgrade from experimental, and I had my system cluttered up
with /debian/. This is a serious bug (IMHO), because it makes Debian no more
FHS-compliant.

This could also lead to security issues, i.e. suppose I had a /debian/
directory with that structure, and the apt-get'ed .deb overwrote something...
