Bug#506989: Keyboard layout option is not applied at boot

I have a generic 102-key (Intl) keyboard. I use the keyboard layout option "Ctrl key position: Make CapsLock an additional Ctrl".

After every boot, the setting is shown as active in the Keyboard Preferences dialog, yet the capslock key is _not_ acting as an additional ctrl. Toggling the setting off ("Default") and on again activates it.

(I know I can do this with xmodmap or xorg.conf instead, but that does not mean this is any less buggy.)
