Bug#492283: upgraded from Etch to Lenny and epiphany prints asian chars at header and footer

Hello,
I just upgraded from Etch to Lenny and now Epiphany prints header and
footer with asian characters instead of local system language.
Tried to create a new user and problem happened again.
Upstream bug report 549361 can not reproduce the issue.
It could be a Debian specific problem or specific version.
What could I do to help trace the cause?
