Bug#446241: update-manager: number of updates in tooltip differs from number of offered updates

Hello

I can confirm this. Update-Manager shows 1 update pending, but when you
check (By clicking to teh try icon and opening den manager) the manager
says the system is up to date. This is also what you get, when you are
using aptitute (No pending updates).

Looks like a of by one error.
