The description contains "...that allows to program...".  The verb
"to allow" does not take a bare infinitive.  Proper phrasing would
either specify a subject, as in: "that allows one to program",
or "that allows the programmer to program"; or would use the
gerund as in "that allows programming".  The most idiomatic would
be the last alternative.
