Exactly.  IIRC (but that's nothing specific to libraries) libkpathsea4
will disappear from unstable as soon as we upload libkpathsea5, since
there's no source package for it left. On the other hand, if it's
already installed locally, it stays, and if a package is linked against
libkpathsea4 which is not installed, it shouldn't be possible to install
the package.

Therefore I don't understand how the soname bump could cause the
problem. 

Moreover, I have texlive 2009 from experimental installed, and 

ii  evince                   2.28.1-1                 Document (postscript, pdf) viewer

Here, evince opens dvi files without problems. Not that I would ever
want that...
