Try choosing the built-in Darklooks theme from the Gnome
Appearance control panel.  All input elements are then colored
darkly.  The purpose of the web browser is to display web pages
as they are intended to appear.  The default for text and 
background is black on white (as it always should be) so the
default for inputs, buttons and scrolling div scrollbars should
also be black on white.  It uses the theme colors and with a 
dark window theme this makes normal pages look very bad.  
Incidentally in epiphany, if the input text element has a 
CSS border, then the background is white and text is black
like it should be, even though color and background of the
element are not styled.  But unstyled input elements look bad.
This is parallel to 549371 in Iceweasel.  It essentially makes
dark desktop themes annoying and unusable.  Thank you.  --mark--
