Bug#562869: yelp: Can't display bodies of gnome-user-guide

If I try to view any page in the gnome-user-guide (2.28.2-1) gnome-help
displays an error message, followed by the contents sidebars, but none
of the body of the document. For example, on the main page ("Desktop
User Guide") it complains:

This page contains the following errors:
error on line 411 at column 3299: Encoding error
Below is a rendering of the page up to the first error.

xmlto can process the guide without any errors or even warnings, so the
bug must be in the application.
