Bug#512222: Adopting libnet

Hello Chris (hello Sam),
you're in libnet's Uploaders. I RFA'ed it, since I don't feel comfortable with
its code, nor I believe I'm competent enough to deal with its bugs.

I'm CCing Sam Roberts, who is forking the original code, since upstream seems
dead.

I'm preparing a package for experimental, with the patches provided by him in
#418975.

Chris, would you please adopt the package? #512222, thank you.
