Bug#517540: sol: Allow non-king to open tableau in Baker's Game

In Baker's Game, as in Freecell, it should be possible to move any card 
to an open tableau, not just a king. Otherwise, the game is just too 
hard. Here is a reference which claims that this was also allowed in the

Of course, if you feel that there is some value in the variation where 
only kings are allowed, you could make it an option (like the 
deal-one/deal-three option in Klondike). Personally, I haven't yet seen 
a way to win Baker's Game with the king-only rule.
