Bug#539032: gnome-panel: vertical panel overlaps windows

I have a top horizontal panel and a vertical panel to the right side of the
screen. Lately, when I maximise a window, the vertical panel will cover the
window. This doesn't happen when I move the panel to the bottom margin of the
screen, i.e.  if I turn it to a horizontal panel.
