The default selection was made in a broken way. Had dpkg-reconfigure
locales simply been used, it would have set only LANG, not LC_ALL.

So you need to either:
      * only set LANG (as we do by default) in /etc/default/locale (or
        in whatever place was used to set LC_ALL)
      * or override LC_ALL in your .gnomerc
