Bug#526943: gnome-control-center: keybindings are not set up on login

So, it looks gnome-settings-daemon is completely ignoring the media keys
until you start the capplet.

Is gnome-settings-daemon correctly running before that? Is there
anything relevant in your .xsession-errors? Is
the /apps/gnome_settings_daemon/plugins/media-keys/active GConf key
enabled?
