That's a known issue in the interaction of clutter with the intel
driver. You can fix it by either enabling KMS, or by running mutter with
the CLUTTER_VBLANK environment variable set to 1. Unfortunately it
doesn't look like upstream will be able to fix this, and is telling us
to simply wait on the intel graphics mess to end.
