That sounds like normal behaviour. Normally gnome-screensaver blanks the
screen and gnome-power-manager triggers DPMS some minutes later.

The keys seem to have changed to
/apps/gnome-power-manager/backlight/dpms_method_ac and
/apps/gnome-power-manager/backlight/dpms_method_battery.
