Bug#548035: /usr/bin/users-admin: users-admin sets su's path to /home/root

When using the graphical users-admin to change the root password, (the first time 
after installation) I had to find out, the home directory of root (automatically - 
I didn't touch that!) changed to /home/root. Becaus the window is very small, you 
don't recocognize that so easy. 
but later when synaptic comes with an error: 
E: ERROR: could not create configuration directory /home/root/.synaptic - 
mkdir (2 No such file or directory) 
the normal desktop-user stumbles over the mistake. 
(also happend to users on ubuntu 8.04)
