What is the "Menu" key? Is it the one described at
<http://en.wikipedia.org/wiki/Menu_key>?

Does the behaviour you experience with the "Start" key
also apply to the Control, Alt or Tab keys?

I suspect the problem is that the "Start" key is reserved as
a modifier (in the same way that control, alt and tab are
modifiers, by default), and you want it to behave like a
normal, non-modifier key.

If this is the case, then it is possible to configure your
keyboard layout as such, although I do not think it is
possible to do that via the GNOME keyboard tools.
