Bug#563894: gnome-panel messes up icon placement if screen resolution is changed

a quick google reveals that this has been known upstream since at
least 2007, probably much longer. yet another gnome-panel bug they're
ignoring.

i've found a work-around at

to summarise:

1. apt-get install pessulus

2. enable the "Lock down the panels" option in the Lockdown Editor
(System -> Administration -> Lockdown Editor)

the bug should still be fixed, but this workaround will do for now.
