Bug#564588: gnome-control-center: Keybindings only work when a window is shown

I'm filing this bug against gnome-control-center since I do not really know which package is actually causing it, but the gnome-control-center is where I start from when changing keybindings. The situation is as follows: If I have no visible windows on my GNOME desktop, all of my keybindings stop to work. This happens when either no windows are open at all or all windows are minimized. So if for example I minimize the last window, I can't call it back by pressing Alt+Tab. The keybindings I use most are Alt+F3 (Open Terminal), Alt+F11 (open e-mail client) and Alt+F12 (start web browser) and none of them work in the situation described above. I can't lock the screen by pressing Ctrl+Alt+L either.
