Afaik gnome-keyring-daemon is started from PAM. So if you really want to
stop it from starting carefully comment out its lines from /etc/pam.d/.

On the other hand disabling the SSH agent functionality described at
http://live.gnome.org/GnomeKeyring/Ssh works pretty well.
