In both cases that's up to the Release Team.

Personally I'd advise against it. Why? Because the whole purpose of
'unstable' is to prepare packages and get them in a consistent state and 
migrate them to testing without breaking dependencies.

Fixing both issues should be trivial and only take a day or two.

Just my opinion of course.
