That's right for the Evolution package itself, but is *is* a hard
dependency for the "gnome" metapackage, used to install a Gnome desktop
onto a machine:

  Package: gnome
  Depends: [...] evolution-exchange (>= 2.30) [...]

That's why I suggested lifting it to Suggests here as well in my
original report.
