Bug#583719: An option to display images is required

Currently there is no option to not display images on the website. This causes
wasteful bandwidth when the images are not required, and may cause a cost
overhead for people using metered internet.

An additional option would be useful here, as follows:

Menu: Edit, Preferences, Tab: Images, Tickbox: Display Images

If the box is not ticked, then do not display images.
