This seems to be due to changes in gtk 3.2 / gnome-themes-standard 3.2.
Just updating gtk and gnome-themes-standard and keeping gnome-panel at
3.0 has the same result.
I've forwarded this issue upstream.
Why is it that all of the instruments seeking intelligent life in the
universe are pointed away from Earth?
