It sounds to me like gdm's greeter is doing something fishy or
considered dubious.

This pair of lines in particular shows up once or twice for every
state-change of the user-chooser, from what i can tell:

the last two lines appear to only happen after an authenticated login,
but i'm not sure where they're happening.

I couldn't find anything in the gdm3 source that sends a
_NET_ACTIVE_WINDOW message directly, though, so perhaps the fault lies
deeper within some library; feel free to re-assign this bug in that
case.
