Bug#653815: gnome-control-center: Wireless network options unavailable unless connected to the network

Dear Maintainer,

The System Settings > Network > Wireless > Options... screen is unavailable
unless you're actually connected to the network.  This is problematic for
remembered, misconfigured wireless networks:

  - Seleting such a network in the Network Name drop-down box automatically
attempts to connect.  While attempting to connect, the "Options..." button is
grayed out.

  - Once connection fails, you are prompted for a new network key, but you
can't change any other settings.  If another setting is preventing you from
connecting (possible with, e.g., WPA & WPA2 Enterprise with PEAP
authentication), this obviously won't help.  (It actually shows you the
username, which in my case was at fault, but you can't edit it.)  Pressing
cancel reverts the Network Name drop-down box to its previous setting.

  - Selecting "Other..." for the network pops up a window with a secondary
drop-down box listing remembered networks.  Selecting one of these shows you
all of its settings (as if configuring a new network), but they are grayed out
and cannot be edited.

  - Selecting Other... > New... and re-entering all (corrected) network
configurations does succeed in creating a new, similarly named remebered
wireless network which can connect successfully.  The existing, faulty
configuration remains and cannot be altered or deleted via gnome-control-
center.

nm-connection-editor is able to correct the problem, and a Main Menu entry does
exist for nm-connection-editor (Applications > System Tools > Network
Connections), but it's not clear that I might have to go somewhere other than
System Settings to fix a misconfigured network.

Perhaps the System Settings > Network > Wireless tool should not automatically
connect upon selecting a network in the drop-down box, but could instead have a
Connect/Disconnect button as well as having the Options button enabled while
not connected.  The Connect to Hidden Wireless Network window (available
through "Other...") should allow editing of remembered network settings as well
as the deletion of remembered networks.
