Bug#635345: alacarte should depend on gnome-panel

Package: alacarte
Version: 0.13.2-1

Alacarte has an unannounced dependency on gnome-panel. Trying to edit a
menu entry without gnome-panel causes the following error:

$ alacarte

This is because gnome-desktop-item-edit is provided by gnome-panel.
