Bug#629359: epiphany-browser: ignores proxy settings

I'm not quite shure if this is a bug or something self-made.

Epiphany completely ignores gnome proxy settings for newly added
users. By trial and error I found that copying .config/dconf/user
from an previously existing user made ephiphany correctly using
the proxy settings.

Chromium accepted the proxy settings right away without hassle.
