    Thanks, that worked.  A purge of the introspection data
package (gir1.2-epiphany-2.29) caused the extensions-more
package to be removed (on my permission):

The following packages have unmet dependencies:
  epiphany-extensions-more: Depends: gir1.2-epiphany-2.29 but it is not
going to be installed.
The following actions will resolve these dependencies:

     Remove the following packages:
1)     epiphany-extensions-more    


Accept this solution? [Y/n/q/?] Y

Sure enough, after removing those two epiphany started back up.
I was going nuts with strace and ltrace, comparing where epiphany
started waiting on a FUTEX in the 'bad' trace and where the same
wait got posted and things kept moving in the 'good' trace (of
starting epiphany with a blank page in the VNC session).  

It was very curious (OK, it was maddening) that one user could
successfully 
start epiphany and the other one couldn't, they are on the same machine.
That led me to look into epiphany data in the home directories of each
user and there wasn't much to glean from that.

Should this bug be transferred to gir1.2-epiphany-2.29 or 
epiphany-extensions-more?  I think it should go to one of the two, 
it's very nasty.
